yup. The 'contra lateral' means if you are standing on your right leg - do presses with your left arm. When you switch legs, switch arms.
This is a proprioceptive exercise - it engages your nervous system and stabilizer muscles. So, you should feel a little off-balance. (If you feel pretty solid - try doing it on a bosu ball or closing your eyes!)
This exercise is a mild fullbody workout. It engages all the stabilizes in your leg, engages your nervous system teaching you balance, engages your core - because the weight is on the opposite side of the body - and of course it works out your upper back, shoulder and arm.
I'd recommend starting with 20#. Go up or down depending on how that feels.
